I have been given an compound and have to determine if the Carbon and oxygens are sp, sp2, or sp3.

If formula that I was given looks like this:
C
OH---C---C---O---C

They are all single bonds. The two C's that are on top of one another share a bond

Okay, my C got moved when I hit submit. There is a second C bonded to the 2nd carbon on the chain...I wish I could draw it! :(

look at your drawing...

there are electrons on each of these atoms.

an sp hybridization occurs on a Carbon atom in CO2
sp2 on CO3
sp3 on CH4

If it is a single bond it is sp3. If it is a double bond it is sp2. If it is a triple bond it is sp. I hope this helps
