The dress code for my school is:

No JEANS...It sucks
No logos
No tanks or anything that does not cover your shoulder completely
Skirts must be knee length

Well, I'm not sure if these outfits might fit the event, but they are still really casual.

Try some sort of retro dress and layer that over a white shirt or some sort of short-sleeved shirt that complements the colors on the dress.

Wear either plaid capris or maybe some cute leggings.

If you can, try to accessorize with headbands/scarves around your hair, bold jewelry, and really cute shades lol.

The shoes should be comfortable, so either some cute flats or keds/converse-type shoes might work.

You could bring along some jacket or cardigan if it gets cold.

However, if you don't have a dress you can wear, just put some halter top or maybe a baby doll top over the shirt. Try to bring a sweatshirt with you then if it is cold.

Those rules must really suck to have for school, gah, I could never live with them at mine. But I hope these suggestions helped. : )

wow that seriously sucks, esp for summertime!

i don't know, wear capris (jean capris? does that pass?)
and a cute top with flip flops.

check the weather for that area though. if your top does not exaclty pass the law, where a thin zip up sweat top

No jeans?! How dumb. If it isn't going to be cold you should wear a really cute skirt and shirt. If it is cold then wear some cute sweat pants or just some regular pants.

try wearing some cotton, seersucker, or kahki shorts, and a short sleeved, or 3/4 sleeve polo. if the weather gets cooler, put on a cashmere sweater, thats how we do it in connecticut

don't wear anything at all but a comfortable pair of walking shoes - tell the teach that none of your stuff that's clean met the code.
