Crappie, Pomoxis spp and or bluegill, Lepomis living in a pond will NOT eat cat food.
Both these species when cultivated and reared in ponds will eat fish food. The type of fish food that is floating pellets. However, there has been very little success with raising crappie in a pond using fish food. The main reason being they are pisivores. Bluegill do adapt easily to raising in ponds on fish food.
Cat food, and I am assuming you mean dried cat food, does not have the protein nor nutrient requirements for fish.

You asked if they would eat it not if they could survive on a strict diet of it.
Yes they will eat it. At least bluegill will. Crappie I am not so sure about since I do not fish for them. But it is better to buy fish food if you are trying to raise them.

Yes they will but if your keeping them as a pet or something you should feed them something that's designed for them. I don't think cat food would hurt them but its just not formulated for fish.
