Make sure your chipset drivers are installed and up to date. This can be caused by power management hardware (part of the chipset) that doesn't have proper drivers installed. Thus the computer doesn't know how to properly turn the computer off.

This is just one of those things that happens with Windows and certain PCs. Chances are it worked fine for a while. Later Windows updates came along or Windows got cluttered with errant code over time. You might be able to restore your operating system to an earlier time. But beware you could lose programs that were installed after that point in time. Click Start, All Programs, Accessories, System Tools, System Restore.

The final way to fix the problem is to re-install windows.

One of your hardware device driver is corrupted or damaged, try reinstall all the hardware drivers again.

in your settings you have to tell your PC to shut down at shut down (stupid huh) it is probably set up to restart at shut down. or a conflicting program is rebooting you. my phone used to start my PC.
