for example, I want to trade my Lugia over to my Pokemon Emerald so it'll be easier to beat the Pokemon League.

is there any way that exists at all. . . not only through using the gameboys themselves or like cheat codes or something?

Well, the game generations 1(Red, Blue, Yellow) and 2 (Gold, Silver, Crystal) are seperated from the 3rd (Ruby, Sapphire, Emerald) and 4th (Diamond and Pearl) generations. This is because the games save data in entirely different ways. They also are on different systems (GBC and GBA). These two systems were very rarely able to link, so they are not able to link. Another reason for their non-capadability is because of the major difference in color. Hoenn games are filled with color everywhere, where as the designing color on Johto games is poor, but better than Blue, Red, and Yellow. So, the horrible sad truth is that pokemon from Gold, Silver, and Crystal cannot be traded to any other game besides themselves and 1st generation games.

P.S.- You could hack a Lugia in the game using Action Replay if you really need one.

Nope, sorry, there is absolutely no way. The save file formats are completely incompatible, and the transfer protocols are different between gameboy color and gameboy advance.

No it is not. The second generation can only trade with the first. The Third can trade with the fourth, though migration.
