No, 1 does not equal 0.999, but 1 DOES equal 0.999999.....
If there are INFINITELY many 9s, then the two numbers are the same.
You can prove this using a little bit of algebra.
Let x = 0.99999....
Then 10x = 9.99999....
So 10x - x = 9.99999.... - 0.99999.... = 9.
But this means that 9x = 9, so x = 1.
