1) yes its normal everyone at some point in their lives have done it even if they don't admit to do it! remeber its normal how else are you going to learn about your body if you dont' explore it ( and iam not saying you should run out and have sex cuz you are just too young for that)
2) even if your on your period you still can materbate, its just going to be messier. you can either lay in your bed or sit on the potty and just relax and start touching yourself down below. you will know where to spend more time by what feels good to you. i can't give you much more information due to its all personal-everyone likes to be touched different.
