Arceus is unnavailable without hacking or cheating in Pokemon Diamond or Pearl.

Go to a nintendo event. Get the Azure Flute from Mystery Gift.
You will find Arceus in the same area where you found dialga/palkia.

You cant get him unless you go to a special pokemon event that hasnt been annouced yet or you gameshark it into your game so you can get the special flute to summon him. But nintendo said that they might make him available thru WIFI download maybe.

find it in the hall of origin ps only one so use pokeballs wisely and dont forget to save before battling
