When you get into businesses, your problems are more with being able to have a sound business plan for your restaurant and being fully aware of the type permits and health laws and employee book-keeping. You really don't need a full blast college degree for that, and your local community college may have a good Associates Degree in business that you can take.

has little to do with degrees or certificates. Has to do with having a ton of money to start the business and alot of drive to stick with it. Most restaurants don't make it. its a competitive and very tough business. Its extremely hard work to make money. You can expect to spend 7 days a week and some very late hours working. No social life.

Being you are still in high school you have a long way to go before you can come up with the amount of money you are going to need.

I would take a few courses in small business mgmt and other courses geared toward resturants. I know many successful people that don't have degrees that have their own business. You do have to have experience. I would maybe work p/t at a resturant and learn as much as you can.
