Take him to the vet, wow. I'm not sure what your white worms look like but it sounds like magets.

If there are wounds so bad that there are maggots or other kinds of worms on it, the turtle needs aggressive care.

You do not tell us the species or size, or extent of the damage. In many cases, an experienced keepers would care for this at home- but it sounds like you should run this to a good vet.

There is nothing between the shell and the turtles vital organs, so if there are "worms" inside the shell you can bet he is in serious trouble. The worms are feeding on the infected tissues from the open wound, and those tissues could be lung or liver or...... TAKE HIM TO A VET!

I would take him to the vet, however Maggots are good to clean out infection. They are applied to Humans in certain situations to clean wounds. Again.....please take him to the vet.

Yep they're maggOts. The wound is infected.
