Actually it wasn't in 1960:

"The National Park Service has granted preliminary approval to the project to receive the 20% Federal Rehabilitation Investment Tax Credit. In 1997, Nuestra Communidad completed a $3.3 million rehabilitation of the nearby Sargent Prince building, built in 1868, which now provides 29 studio apartments for formerly homeless individuals; four commercial spaces occupy the ground floor."
