They controlled the governments in the confederate states and supported the federal reconstruction plans. Some were motivated by profit others by idealism,but they all held power by depending upon the votes of the newly enfranchised blacks. Gradually they were displace as the "old" power arrangements reasserted themselves and blacks lost the vote.

The Scalawags were Southern whites who joined the Republican Party in the ex-Confederate South during Reconstruction. They formed a coalition with Freedmen (black former slaves) and Northern newcomers (Carpetbaggers) to take control of their state and local governments.

As far as the political changes, the industrial revolution comes to mind. The industrial revolution changed working conditions for men, women, and children. This social change led to political reform movements.
