Everyone here has been giving the obvious answer to the technical question, however a question that you should ask yourself is, what is your motivation to do this and are you positively unequivocally sure that they have been cheating on their taxes? The reason for this also is obvious, there are serious consequences (federal law violations) for filing a fraudulent complaint. So in my opinion as a former Alaska State Trooper, you better be sure or don't risk it with potential criminal charges against you!!

You can fill out a form 3949-A to report someone for tax fraud. You even get some if the IRS recovers money.

Go to the IRS website at WWW.IRS.GOV
Under the search window, type in 3949-A.
Under choices that it gives, click Form 3949-A. Fill out this form and send it to the IRS. Instructions for the form are there as well.

Call the IRS. You can also call a local accounting firm and they can walk you through the steps to reporting fraud/abuse. Good luck.
