The way to remember is the phrase "All Study Trig Carefully"
In the 1st quadrant ALL are positive
In the 2nd quadrant Sine (S) is positive
In the 3rd quadrant Tangent (T) is positive (both sine & cosine are negative)
In the 4th quadrant cosine (C) is positive

Third quadrant; in the third quadrant sine values are negative but so are the cosine values; since sine/cosine = tangent, this would make tangent >= 0, in other words, positive.
