Even 100% oxygen would not be enough on Mars. The pressure is just too low. Your blood would boil, blood vessels near the skin burst, fluid leak into your lungs, and you'd be dead in minutes. To make a useful atmosphere on Mars we'd have to bulk it up considerably.

No, first you need to get rid of it's carbon dioxide. The atmosphere is 98% CO2
