When someone sees your IP address they get the location from where your internet provider is indicating to them. It doesn't show your name, but it shows the name of the internet provider that you have like AOL or Comcast for example.

when you enter the name of a website in ur browser what happens ? Your browser go to the server asking him for the page needed. the server dont give you the page only when you identify your self which in this case is you ip address. your browser give also other infos like the browser you r using or the internet provider. If you know the internet provider, all your infos are there and if smart enough you can access them. The sever can also have access to your history and coockies so they know what kind of guy you r, what you like, ...
So yes they can know you exactly from where u r connecting.

yes. to most of your questions. play with the link provided. you will see how it works. your ipaddress comes from a server that provides that name. locally that would be your wireless router (if you have one) or your modem. your router or modem gets its address from your ISP. when you goto a web site it will only see the IP from your ISP.
Verizon DSL give 70.x.x.x addresses but locally i'm assigned 192.168.0.100 (like most of the known world) when i goto the link below i see the 70 address not the 192. for me the link finds me close to where i live but not exact.
however. at the office we have a static IP and host our company website there. you will find that ip (when its static) you will possibly be locacted exactly. not allways but sometimes. if you dont know what static is you most likely dont have it. its if you request it. for a server or somthing..

Yes, someone can get the baic information about who your ISP is and where they are located. Th;ey cannot get specific information about you or your computer.
