This answer is a bit extreme for practical purposes, but YES, all planets do have an atmosphere of some type. (Except possibly extremely cold planets.) Even our moon has a VERY faint atmosphere.
Chemical reactions create gases.
Some elements are gases even at very low temperatures.
Their atmospheres may be so slight as to be difficult to detect and measure. They may be made up of gases we don't associate with our atmosphere, but if you define an atmosphere as gases surrounding a planet, then the answer must be yes, unless it is too cold for ANY element, molecule or compound to be found in a gaseous state.
Anything large enough to be considered a planet must have a gravitational force great enough to hold some slight cloud of gases near its surface.

No, and there are a lot of factors to consider if an atmosphere is going to have a chance to stay enveloping a planet.
Planet mass and density are important to having a strong enough gravity to hold on to lighter elements.
Ample physical distance from the Sun, since the entire Solar System can be viewed as a gigantic distillation process floating in space. Close in, gasses tend to get driven off where they get too hot, and liquify wherever they collect and get too cold.
Solar winds, charged particles travelling at very high velocities can literally "blow off" a planet's atmosphere. So a planetary magnetic field with captured charged particles (magnetosphere) can shield against most solar winds and allow accretion of gaseous material to match or exceed that of any losses.
It's a good question, with maybe more possibilities for answers. Of course, we wouldn't be here asking these questions if conditions weren't "just right".
