Well, first you need to find the length of the other side of the rectangle... you know the area is 22x^2 and that one side is 2x. Since area is lenght times width, we can use this to find the other side which we'll call y...
22x^2 = 2x * y
11x = y
Okay, so now we know that one side is 2x and the other is 11x. To find the perimeter we must add up the lengths of all the sides and With a rectangle, the sides opposite of eachother are equal. So we have...
P = 2x +2x +11x +11x
P = 26x

Just adding an answer at this point to emphasize TallPaul has the only correct answer with 4x + 22. All the others got the "11" side wrong by putting an "x" in it (but then area would be 22x^2, not 22x!) and adding everything as if they are similar terms.
11 * 2x = 22x so there are two sides of 11 (=22) and two sides given as 2x (=4x) so all four sides come to 4x + 22. NOT 26x.

Well you have to find out what the other side is. Area is LW, or L=A/W. 22x/2x=11.
Now remember perimeter is 2L plus 2W. so the length is 11x and the width is 2x. 2(11x)=22x and 2(2x)=4x. So it's 4x + 22x, which is 26x.
Edit: Oh, and to the last answer:
The question is 22x squared in. SQUARED. That means that the x is squared too.

22+4x.
Base = 2x in.
Area = 22x sq.in.
so, height must be 11 in.
Perimeter = 2x + 11 + 2x + 11 in.
Additional: IGNORE MY ANSWER ABOVE!
I just re-read. The area is 22x^2 sq.in. !!!! My bad.
Base = 2x, Height = 11x, Perimeter = 26x
