These websites have ballroom studios listed by ZIP code. Also, http://www.ndca.org has a list of registered teacher and professional competitors. Weaker teachers usually don't bother to register with NDCA.
Go to a couple of ballroom competitions in your area, ask what studio do these people go to.
http://www.usabda.org - find your local chapter, they can be a good resource too.

Snowflake always has good answers but also has a bias against the franchise studios, and you might also want to look into the Arthur Murray and Fred Astaire websites. At the franchise studios, you may very easily be assigned a teacher who's almost as new to ballroom as you are (hence the bias), but that isn't always as terrible as it sounds for beginners, and as you progress you'll have more advanced teachers should you choose to go that route. There's a lot of variability in quality both in the franchise studios and in the independents, so caveat emptor.

try the wanda deagen studio. they have a website ( http://www.sadu.org/WandaDeagen.htm ) Its in SA, but i think you can email her, she knows a lot of really good dance teachers! She could give you a suggestion...or 2
