Absolutely! If you're still interested in the position for which you applied, send a "follow-up letter." (You can find samples online.) Ideally, this is sent approximately three weeks after submitting a resume. A follow-up letter will reiterate your interest in the position, highlight a few of your most relevant qualifications, and give you the opportunity to ask for an interview again.

If you don't want that position, but are interested in other positions, I recommend calling the company. (Scary, I know, but effective.) Try to find out who received your resume and talk to that person directly. Simply say that you understand they have chosen another candidate for the position you applied for (if that's true), but you're also interested in another position. Ask if you will be considered for that position as well or if you should submit your resume to someone else within the company.

In that instance I would say yes, mention that although you did not receive an offer for the position you would like to thank them for taking the time to interview you, and to keep you in mind for any other positions that might be opening in the near future

Send a written note to the main person you met with telling them that you appreciate the time they gave, their consideration, and ask that they keep you in mind for future openings.

Yes, I think it is a nice touch. A handwritten one is more remembered though.
