I couldn't find anything on the IRS site or the Department of State site that stated back taxes could block a Passport. The Child support issue mentioned by the first answer was mentioned on under 'How to Apply in Person for a Passport'. My guess would be that if back taxes would block your application for a Passport, it would be mentioned in the same place.

Most likely...My brother didn't pay child support because of a b*tch that only got pregnant, then left him to get a monthly check from him, so he didn't get his passport.
