Before you do anything drastic check the simple stuff first.
If you have a floppy drive with a non-system disk in it you will get this screen because the computer is trying to boot from the A drive. Also make sure you do not have a CD in the drive or a flash drive plugged in when you reboot....
I know is sounds simple but you would be amazed at how many people I saw in my night school computer classes have the same problem because someone left a disk in the floppy drive.....

It's a boot file, you will either have to reload the OS or use the XP disc to extract it,
