Germany is probably the best answer. They had their African colonies taken away after WWI..

I would eliminate Portugal (Angola), Great Britain (Kenya) and Spain (Equatorial Guinea).

Errrr, what about German East Africa, later renamed Tanganyka, later renamed Tanzania. They had colonies in Africa. The British had Kenya and Rhodesia (Zimbabwe), among others. Spain still has a posession in Morocco, but I don't know if that counts as a colony. I'm leaning to Portugal, but I'm not sure, sorry.
