the taliban was the ruling political party of afghanistan although it must be stated that politics and religion in islam are one and the same. bin laden and al qaeda on the other hand, are completely separate from the taliban although the taliban is extremely sympathetic to the cause of al qaeda which is to reinstate the pre-ww1 caliphate of the ottoman empire.

Omar heads the Taliban. Bin Laden heads Al Qaida. They are allies.

Although bin Laden was instrumental in the formation of the Taliban, I do not believe he has any formal position within it, other than a spiritual adviser. His organization is al quaida.
