High pressure is when air is being blown out from the center of the high pressure ridge. It's called a ridge because they form in the shape of a dome.
High pressure usually bring clearer weather because they push the jet stream (area of active weather) away from them. These high pressure domes also act as a "lid", and can trap polluntants and smog within them.
High pressures are not the most dominant weather feature. If a moderate to strong low pressure moves towards a high pressure, the high pressure will be pushed along, allowing the low to move through.
Low pressures are associated with storms (i.e. cold fronts, warm fronts, hurricanes, etc.).

A high pressuree weather system means that the air is moving from it to wards a low pressur system to even up. this causes wind the lower the area of air pressure is the stronger the wind and the more unsettled the weather. Because of the movement of the earth the area of low pressure is always to the left of the wind, which actually moves in something of a curved or indeed circular fashion

Like the first poster said--low pressure brings rain and high pressure brings sun. A hurricane is extremely low pressure. When there is a high pressure system over your area, usually there isn't a cloud in the sky--I wouldn't call it a drougt unless it decides to stay there a while.
Another way to think of it--high pressure means there is a lot of air above pushing down and making pressure. Low pressure means the air is moving upward. It is this upward movement that makes clouds and rain--the water vapor at ground level gets caught up and rises to colder, higher places where it condenses into liquid. If the pressure is really low, like a thunderstorm, it does this really quickly and starts dumping buckets of rain--if it is only a little low, the air will rise, form water and begin to rain, but will evaporate and rise again before it hits the ground.

High pressure means higher air pressure, and is above 29.9 in Hg or something like that. Generally, the higher the pressure, the more stable the system. For instance, a moderately high pressure system will probably result in partial clouds and light winds, while a higher pressure system will result in fair skies and calm winds.

high pressure is usually good weather, clear skies
drought would be high pressure system, like the one in the UK in the 70's (?-wasn't born so...), normally gets stuck in one place when something like that happens, here the air is falling and warming as it does so
hurricane is a low pressure system, as it is sucking the air upwards creating low pressure at the ground therefore air comes rushing in to replace it, so strong winds

its a massive pressure that can sit over the top of the country and it keeps all the fronts away ie rain bands that's what happened in april that's why the weather was so settled the other thing it can do is keep it cloudy for long periods of time that happened the end of last year when we had all that fog

always remember simply that high pressure is the same as ''sunny days'' and low pressure is ''rainy days''...phew!! how easy... now think about the problems of low pressure (rain), floods, hurricanes, cyclones, etc etc.................in the same manner think about problems with high pressure (sun), droughts, water problems, sun stroke.... its easy. always remember low pressure=rain ..... high pressure=sun
