Who would want to use a normal weapon?
Level up your marksmanship and stealth.. can shoot people 3 or 4x before they even know you're there.. IF they ever figure out you're there.

no you can not duel wield weapons in oblivion they should but they don't

I only think you can wield a sword and shield or a dagger and shield or any of the above with a torch.
