If your laptop has a video capture card, yes.

Most don't...

Chances are you'd need an external TV card like a Happuage WinTV-PVR (available in USB 2.0) or something similar.

First it will depend on IF your DVR can transfer and how?
If it is a Tivo or Modified DirecTV Tivo then you can transfer shows/movies over your homes wired/wireless network.

If it is not a Tivo or D Tivo then most likely the USB ports on it are NOT acitvated. In this case you will need to purchase a PCMCIA TV Tuner Card for your Laptop. Here is a link to an ENDED auction from Ebay just so you can see what I am talking about.

With this you would then be able to play the DVR and Record on the laptop. This will then allow you to edit and burn to DVD any of the downloaded shows/movies.
