That person would have to be arrogant and of no use to the company they work for.
Who wants to work with a "Know it all' who tries to over ride the bosses decisions and bully other employees?
They can't be trusted to do their job and might even try telling someone to do something the wrong way just so they can get them in trouble after the other person messes up.
These kinds of people always strive to look better than everybody else and is going to be counterproductive in a team oriented work environment.
I have had to work with people like this and all they do is cause problems where problems don't exist so in my opinion the best thing for everyone involved is to send them home with their walking papers.

That's the sign of a person who at least has some confidence and ambission. You should just directly confront them with the fact that they are stepping out of bounds, and ask that they don't do it again.

On the eve of 9/11 the people in charge were:
Republican President.
Republican Governor.

DEFINITELY! You watch Star Trek? Sometimes Spock took control of the Enterprise because Kirk was not acting in their best interest. Thanks Spock for saving the Enterprise all those times!
