I'd call your power company and tell them about your suspicions. There is a way for someone to hack into the transformers and connect into your line, they can also splice into your underground buried cable. Let the power company investigate it. They'll check to see if they've been being billed and if the two houses have similar bills for each month.

if you are worried that you are paying for it . He would have to be tied into your service after the meter, before the meter he is ripping of the power company not you. A quick way to check is to turn off your power by turning of your main breaker in your elect panel ( its probably best to do this at night when your neighbor has their lights on - if you notice any lights going of when you do this , try it again to see if it does it again, if it does you might have a problem. this will only let you
know if your neighbor is using the power for lights, if they are using the power for other things it would be hard for you to tell from your house. You could call your power company and they will investigate. If they are stealing your power their has to be a connection point somewhere on your property or in your panel. Good Luck

Call the electric company. Let them do the investigation. First of all it's safer, if your neighbor has a gun or trained, rabid, attack gerbils or something. And secondly, they'll be able to investigate different methods that you or I haven't even thought of to steal electricity.
