The Constitution is not "just a piece of paper". We have changed presidents & even parties during wartime before. Bush can not & will not run again. There are several Republicans who can do a good job. The Democratic field is pathetic.

On December 7, 1941 Japanese war planes dropped bombs on Pearl Harbor. Roosevelt ask Congress to declare war. Congress, not the President, has the power to declare war. The President has no power to declare war. Bush did not declare war. He just sent troops to Iraq. That is under the Constitution. A president can not declare war but can send troops for 30 days. Before that 30 days was up Congress had declared war. After the war is over a President can send troops in those 30 day segments. That is how the Vietnam Conflict NOT WAR and the same with the Korean Conflict NOT WAR. Congress did not declare war in either of these Conflicts. It is all stated in the Constitution. It is what our country is based on. It gives the three branches of government specific powers over the others. Like the President can veto any act of Congress. And Congress can overturn the veto with a 2/3 majority vote. The Judaical branch declares the laws that Congress passes Constitutional or un-Constitutional. This is called the system of Checks & Balances. This is all in the Constitution.
You should read it. It is a very good Document that has keep our country together for over 200 years.

Personally, I'd choose Edwards out of the group that has declared they are running. I'm part of a "Draft Gore" movement, though, and he'd be my first choice if he were willing to run again. Although I like Edwards a bit better than Obama, politically speaking, I think a Gore/Obama ticket would be ABSOLUTELY unbeatable, especially taking into consideration the black vote.
