I don't think there's a word for that precise meaning... you can have:

"put/lay/place the blame on": To say who you think is responsible for sth bad, often unfairly.

"accuse": To say sb is guilty for a crime or of doing sth bad.

"hold sb responsible": To say that it is sb's fault that sth bad has happened because you think it was their duty to prevent it from happening.

"shoot the messenger": To become angry at sb who tells you bad news even though they're not responsible for what has happened.

There are some more, but these are the most used. I'm not a native English speaker so there might be an expression for what you are asking for but if there is I don't know it.
