Russia certainly has the ability to counter the ABM instellations /proposed/ by the US. That is, it's current deterent forces are more than sufficient to completely overwhelm such a system, should, say, Brittain launch a pre-emptive nuclear strike against Russia.
I'm sure it has the capacity to develop additional weapons that would be even more effective at foiling ABMs. Remember, ABMs in the 21st century are only just now getting to the point that they can be effective against the ballistic missle technology developed in the 50s. Shooting down a missle with a missle just isn't easy. The Russians should have no problem maintaining the value of thier deterent forces in the face of 'missle shields' in Europe and Japan.
Not that those systems are meant to defend against the massive numbers of sophisiticated MiRV'd ICBMs of the Russian deterent forces. They are meant to defend against a handfull of ballistic missles that might be deployed by a 'rogue state' like Iran. They might even be sufficient to do that. They certainly aren't sufficent to shield Europe from a Russian retaliatory strike.

USA and Russia are rivals.
There is a saying "never underestimate the power of your enemy" that means Russia can and does compete with USA throughout history. They both are the most powerful in the world. Don't let the economic situation in Russia fool you. While they are the ones who stabilize peace throughout the world, they have the power to get the world to WW3 or nuke and smoke the small countries.

Putin is playing a game. President Bush offered an open invitation for their generals and their scientist to come over and take a look at these systems. But I'm sure that since Putin has control of the media in Russia, they will never hear this open invitation.

Despite of the economical situation in Russia, it's obvious that Russians can do anything they want...Anyway they have oil and gas, and that means money...And money means power...And they have the technology too...
The only country in the world which is really dangerous for USA is Russia...

Yes to the first and no to the second. We do not have the political will to fight and our children are soft with marshmallow brains from what the public schools have down to them. The whole world wants to see the USA fall including the left from with in.

North Korea is a thoroughly diverse difficulty than Iraq. it can be a greater prevalent conflict being that the north has a authentic military. In Iraq the anti american sentiment replaced into extreme, there replaced into no thank you to maintain protection of the borders and there have been adversarial countries all around. It replaced into keeping peace after the government collapsed that have been given us in Iraq, the scuffling with replaced into difficulty-free. In north korea it will be the different. i've got self assurance the try against operations with north korea could be a lot greater difficult, yet as quickly as they surrendered or have been destroyed i think of north and south korea could be re-united with the souths government. Rebuilding could nevertheless be puzzling, yet they are one human beings seperated with the aid of 2 diverse governments. Iraq replaced into 3 peoples that have been united with the aid of a tyrannical dictator, and now that he's long previous we are seeing a civil conflict form difficulty. Iran is likewise a various difficulty, yet i've got self assurance invasion of iran might desire to finally finally end up merely as badly as Iraq. yet we do comprehend that for the duration of Iran the each and every physique is waiting for substitute. they have been getting tattoes, watching western television, all against the stern islamic regulation. yet i do no longer think they could welcome the U. S. as liberators the two. i think of whilst the time is physically powerful for them they are going to make differences. As of now Iran isn't believed to have nuclear weapons and are purely attempting enrichment for nuclear reactors for means. optimistically the iran difficulty won't enhance right into a nuclear disaster yet whilst it does we'd desire to do not forget israel will have not have been given any hesitation to explode all their reactors.

Russia alone? Probably not...But if they joined forces with neighboring countries, we'd have cause to worry, I think.

not unless they ally with China. which is probable.
edit. in regards to the second question. in order for the US to win another arms race, they would have to borrow more money from China.
