Is this not gender bias?

It's a cultural thing. Some other cultures, women don't hide their breasts, and breasts are not seen as sexual, and strictly related to child rearing.

Hiding them creates a forbidden fruit type situation. If women didn't hide their breasts, and they were seen more often, the sexualization surround them would not be as strong.

In general female breasts, being as pronounced as they are, are considered part of female gentilia even though they don't serve any direct sexual function.

Males breasts are not looked at the same way.

Because (normal) men, and hence young impressionable boys feel sexual desire towards women's breasts, and (normal) women, and thus young impressionable girls do not particularly find male chests provocative.
