If you're talking about the console version (PS2) I'd head over to www.pelicancodebreaker.com and buy one of their cheat disks.. then you can play the game with every cheat you can think of.. invulnerability, unlimited ammo.. every gun.. indestructible cars, even weird things like having pedestrians follow you around and change the color of traffic.
But you have to buy the disk, that's the only catch. You can probably find an older version on Ebay (called Codebreaker).

The best thing to do is to go to www.SuperCheats.com, Thats were I always go and they always have all the cheats I am looking for. Good Luck
