It all depends on your equipment and what you're actually doing.

Are you on dial-up? If so, that just might be your normal speed. I would recommend switching to cable or dsl.

Are you downloading from a website? Remember that download speed depends on two factors:
1. Your computer and connection
2. The website's server
Even if you have the fastest connection with the best computer possible, your download speed can still be slow if the website's server is bogged down with lots of users all wanting the same download as you.

For a 56K Modem, yes, that is normal when your telephone line (pair of copper wires) is very long. In other words, if your house is more than a mile or two from the local switching office (building), then you could only get 33.6 kbps from a 56 k Modem.

No, unless you have gear that is THAT old! You can get up to 53 kbps with dialup if you get a better modem.
