Not yet. However they have held free elections so it's a start. Civilizations don't just change in 4 years, its an absolute joke that you people believe that can be done. Our own revolution took six years and we held most of the same religious and cultural beliefs that our oppressor did. With the two religious factions in Iraq, you're talking about centuries of discourse, we are going to have to put that down, it may take more time than a couple weeks.

When they vote for their own reps who make the laws, then yes. That's 5th grade social studies stuff.
BTW, if our military is such a destructive occupying force, then why haven't the Dems, who have been in power since January voted to defund the war and impeach the President for falsifying info that led us to war, ending the whole thing? The answer is because they are wrong and don't have the moral courage to stand behind their convictions.

It's clearly in an "unfree" state. And, it's not even a free-market system that we've forced upon them. We've actually set up a sort of a socialist system for them. It's unbelievable to me that we do this in the name of freedom.
This Iraq War has got to end. Vote Ron Paul for President - the only real conservative in the mix.

Umm, well, if you count Iraq, Japan, Germany, England, and the other hundred countries the U.S have military establishments in, then yes. They all have their own elected leaders.
