Well family planning is the way to start before attempting to mess with any erection as these things have been known to blow way out of proportion and take up 3/4 of a year before the your labour can begin.

Any major alteration, internally or externally, will attract the attention of the planning office. In theory, if you change a walk in cupboard in a bedroom into an ensuite shower room, that's under planning legislation and should having planning permission. In practice, nobody's that bothered.
If an extension alters the outward appearance of the property you will need planning permission unless it's so small a bluetit could move into it.
That, though, is the Scottish position. English law might be different.

It seems that an erect ion amounts to "building work' and therefore requires permission....

Unless you actually measure it yourself don't take a mans word for it. That's why women can't reverse cos all our lifes they tell us it's 6 inches when in fact it's only 3! lmao
