Until a new email system is developed there is no way. We need a system that can absolutely verify the source of email before it is received. That would require that as each email is received at an ISP a request would be sent back to the source for verification. Then at least we would know where something is coming from and block it.

sorry man, you cant, they give your email away to all sorts of different spammers then youd be blocking new spammers everyday which would block them but they would giv your email to another one then they would email you then so on and so on, sorry though, i have alot of spammers cant get rid of them, one spammer just recently went to prison for that stuff and i lost alot of spamm after he was captured

You can't. Spammers are like roaches that crawl out of the woodwork. Take one out, ten more take its place.
They are a blight on cyber-society and as long as human greed and selfishness exist, they will exist.
The only thing you can do is to delete their messages when they land in your inbox.

DONT HIT REPLY to their stuff
Dont install Foistware imbedded in music and movies from P2p sites like limewire, bearsharfe, frost, etc.
Stuff often contains trojans or encourages you to click to end something that installs a program that turns you into a zombie

and find all their "drone" PCs infected with spyware and clean them
