Vinegar and water. 1 part vinegar 3 parts water.
The acid in the vinegar breaks down the calcium in the water spots, and the water helps transfer it to the paper towel. (or newspaper)
It kind of stinks a little, but it works good.

Mix some white vinegar and water - 5 water 1 vinergar. Sponge on, wipe off - voila - all gone (and cheap, too.) It's great for cleaning glass.

Gentlemen that suggested Bon-Ami hit it on the head... just make sure to wash off the residue when you're done cleaning. Works wonders to get rid of the "film" on your windshield as well.
