I would build it underground near a polar ice cap.
each section would be part of the ship bringing it there.

s and an attachable section that is actually a prebuilt section that the shuttle or whatever docs with in orbit then leaves for Mars.the section is put in place on the planet and the shuttle leaves for another section.
Maybe it is built on the moon .

I would recognize the limits of my competency, and hire some real experts to come up with a design.

Seriously, we're decades away from even sending a manned ship to Mars, and even further away from establishing a colony. Designing a Mars colony today is akin to having Jules Verne design a craft to take people to the moon. The result may be entertaining and thought-provoking, but it falls squarely within the realm of science fiction.

We have MUCH more to learn about Mars, and about building sustainable colonies in space or on the moon, before we even attempt to tackle Mars.
