It is Play Foam. It is like Foamee/Floam but it is a different brand. It never gets hard.

I'm not sure I've heard of this play foam stuff but if something doesn't stick with my normal glue I tend to get out the super glue. Failing that if you have one of those crafting glue guns that would do the trick. But like I said I've never heard of it before. Sounds cool though :)

If you have a small amount to test with, try blending in a small amount of Elmer's glue and mixing together with your hands. Once shaped let it dry, as the glue will dry clear it should be enough to hold the play foam's shape. Elmer's is non-toxic and is water soluble so you can wash up with a little soap and water when you are done.

i would imagine silicone glue would be best but dont use super glue as it will melt the foam, silicone glue needs to cure for at least 24 hours and is waterproof when cured properly, it is touch dry after about an hour, make sure you use it in a well bentilated room other wise you will end up as high as a kite

Make sure you're not working in a high heat or high humidity environment, as we have found that this keeps everything too loose for too long, then everything you put together slides off or slides apart.

Try this ( I haven't, but it might work) :
