1. both the President and Congress have confidential matters, but most of their activity is public.
2. both the President and Congressmen are public figures.
(Is it still Congressmen or Congresspersons?)
3. I'm not aware of any waivers. I believe the press can take pictures of any public figure and use them as they wish.

Congress:
two houses: 535 people. 435 in the House of Representatives and 100 in the Senate. each house has different rules. political party controls are part of the rule structures and leadership. Each house considers bills separately and they have to agree before a bill can be sent to the president

President: One person. One party, and the president is head of party. He picks his staff. He has the power to say yes or no to a bill passed by Congress.

We don't live in a nation where our government is secret. Congress is on TV. Check C-Span. All government officials are public figures.

Because some of the things in congress have to deal with different states and the things they talk about they can only talk about with their colleagues.

E) where the media mavens have their own agenda, and can use their power to sway political ideology (either conservative, or liberal) . It is easier to point at one man, and say it is his fault, than to point to a comittee, and say it was their fault.
