Did a quick check and found that it is possible but the common issue listed on the sites was that most printers don't print "white" and that is often the color wanted for decals. You can get white decal paper to handle that

The first link is off the MicroMark website (they apparently use another site to manage products so you might want to look around to avoid any "middle man" markup on price) and they sell the decal paper.

If you want to make your own. You could Try Print Shop or Microsoft Publisher. Dont know about the sticky part of the decal. (sticker)
