I would say false. The Senate has slightly more power, because it has responsibilities for approving appointments and approving treaties. Also, since there are fewer senators, each Senator has more power than each representatitive.

And, the responsibilities regarding legislation are very similiar. Each house can propose bills, each has committees to work on bills, each has to approve a bill before it can go to the President.
