at first write into run "cmd"
when ms dos command prompt open then i type
ipconfig/flushdns - its works properly
next when type ipconfig/release - it show a message
"windows ip configaration
The operation failed as no adapter is in the state permissible for this operation."
how could i will success this operation ipconfig/release
and solve the adapter problems

If you just try a regular "ipconfig" does it show anything?
I would also try "ipconfig/ renew" to see if you can grab another IP address.

Any change your IP address is "hard coded" in the IP settings? That would cause the error.
If you do just an "ipconfig" or an "ipconfig/all", what information is displayed for IP address, gateway and DNS?
You can try "ipcongif/renew" instead. It does a release as part of the renewal process.

It's always been my experience in the past that you need
to renew the IP address.
Try:
ipconfig /renew
And if you need to release then go ahead and
ipconfig /release
