Yes. Make sure you have done your homework like taking the standard tests such as TOEFL and SAT. Each university has its application deadline and requirement. Apply and make sure you have all they need, and do follow-up...some time, thing gets lost on the way. It happened to me before, and I have to call the university and ask why I have not received any response from them after many months.

computer engineering is the most happening fields for graduation these days.. and the requirement for computer engineering is is huge tday... i m persuing computr engg in JAYPEE.. u can definitely go abroad for higher education with ur comp engg degree..
