I wanted to configure my PC as server, can i do it with Windows XP or do i need to install Win 2000

Apache HTTP Server will run just fine on a desktop system. No need for a server OS to run Apache or just about any other open source software. You could see performance issues but I'm guessing this is more of a hobby than a business case where you'll have a huge amount of traffic. Just try to ensure that you have your system patched and go through the security checklist for placing a system outside a firewall environment. Also ensure you have read all the Apache documentation to ensure that it is running in a secure configuration or you might find it hacked.
