Go into the control panel and the Regional Setting icon. You can change to different keyboard layouts designed for different countries. Not all countries use the keyboard layout. Play around and you may find one that allows you to use one of the existing keys as the @ sign. You probably want the USA keyboard, which puts the @ sign on the Shift+2 key.

Or you can use the "charmap" program. Go to Start > Run > and type in: charmap. It will bring up a list of all the symbols available in the ASCII set, including the @ sign. Select the @ and it will show you a key code you can type to get that symbol, or you can copy it and then paste it into your document were needed.

Finally, you can go to Accessories >Accessability > On screen keyboard, and bring on an on screen keyboard you can use to type the @.
