There are only three stipulations for pillion passengers in the U.K. -
1) They must wear a correctly fitted, safety approved helmet.
2) They must be able to comfortably reach the foot-pegs (and if that means raising the foot-peg mounting points to accommodate a child on the pillion seat, that is perfectly legal).
3) If they are under the age of 17, they must have a parent or guardian's consent to ride as a passenger on the motorcycle.

There is no legal age limit for a pillion passenger on a motorcycle. The only legal requirement besides a properly fitting and fastened approved helmet is that the pillion passenger can place their feet securely on the footrests and that the bike is designed to carry a passenger.
The rest is upto the individual, which is quite remarkable, and a breath of fresh air in this nanny state.
My Dad used to take me pillon from being about 7 yrs old, it was a real thrill. I went on to have bikes of my own and now have a Yam R1. My Dad still rides and he's 71 yrs young.

As far as I am aware there is no age limit - I was told that it was to do with being able to safely reach the footrests. Although I did not take my son on the bike until he was 4 - as a chum had been told that a pillion had to be over 4 for riding on British roads.

I don't think any human being can be a pillion. But there is probably a legal minimum age at which a person can be a pillion passenger.

My understanding is that the passenger has to be secure. That is, able to reach the footrests and to be able to hold on if necessary. I'm not aware of an age issue.

There is no legal age in the UK mate. The rider has to use his or her own judgement and common sense.

they have to be able to put feet on foot pegs no min age you can fit foot pegs higher up as i did for my sons youngest was 4 year old we went all over country to rally's had a belt to go around him & me just incase but we never needed it as all of them learnt how to be a pillion very fast & loved it,
the big who har about a child being killed was not even that child's parent but some one who took it on the back of their bike if i m right they did not ask permision,
its the right of our children to be able to go with us on our bikes just take it easy & use comon sence make it as safe as you can get a helmet that fits & enjoy your time with your child while you can i hope you have as much fun as i did with my sons who are all grown up now, but now i have my grand children to take with me on the back of my bike,
KEEP THE SHINY SIDE UP & THE STICKY SIDE DOWN
