If you overclock a CPU even just slightly, is the warranty voided completely?

Yes, even if it is overclocked just slightly since the processor wasn't made to run at that speed and so might cause problems.

If damage done to the processor is determined to have been caused by purposely overclocking the CPU then yes.

Most of the new processors out now do not have their multipliers locked. This is so the computer can manage the speed needed for certain tasks and can up the processor speed for intensive tasks and lower the speed when idle to save power.

This is all managed through the bios of the motherboard and with included software for Windows. These have safeguards in place to be sure you don't fry or overheat your CPU. Intentionally overclocking you CPU with Bios settings should only be done with lots of extra cooling and with the knowledge that you may fry your CPU with no coverage under warranty.

Yes, all CPU manufacturers will not issue warranty to overclock products, because a CPU got it's limit. i.e. Celeron CPU are using the cheap waffers where as the Intel Extreme Edition using quality waffers and overclocking can be done no easier than that.
See the waffers quality you get what you paid for. Overclocking may damaged your CPU as well.
